| PRIVATE RECRUITING AGENCIES |

From 1976 the
Government of Bangladesh performed functions of overseas recruitment
through BMET. After the formation of the 1982 Emigration Ordinance,
as part of private sector development, the private recruiting agents
were encouraged to participate in recruitment processing. Since then
this sector gradually developed. The private recruiting agencies
work under a license from the government. A total amount of Tk
16,00,000 is to be deposited at BMET for obtaining this license as
security money of Tk 15,00,000 (refundable) and license fee of Tk
1,00,000 (non-refundable). They collect information on demands and
orders for foreign employment. After taking permission from the BMET,
the agencies recruit workers as per specifications of the foreign
employers and then process their cases. Each recruited person has to
be issued a clearance certificate from the immigration section of
BMET. Over time, the recruiting agencies organised themselves under
the Bangladesh Association of International Recruiting Agencies (BAIRA),
which was formed in December 1984 with representatives of 23
recruiting agencies. In 2004, the association had a membership of
around 800 agencies. |
